Zoe Thomas

Assistant Director, Licensing Consumer and Business Services, Attorney-General’s Department - Government of South Australia


Zoe Thomas leads the liquor and gambling licensing functions within Consumer and Business Services. Zoe was admitted as a legal practitioner in 2003 and worked as a solicitor with the Director of Public Prosecutions in SA, prosecuting major indictable offences before joining the Crown Solicitor's Office in 2007. From 2007-2013, she had the conduct of a broad range of prosecutions and disciplinary matters in relation to environmental, medical and industrial proceedings. From 2013-2020, Zoe was in-house counsel for Consumer and Business Services, providing advice to, and representing the Commissioner in numerous regulatory prosecutions.

Since 2020, Zoe has led the Licensing Division of CBS covering occupational licensing, gaming and wagering, gambling and Casino barrings and reconsiderations, liquor licensing, registration of charities, lotteries, associations and co-operatives. In 2023, Zoe was seconded as the Director of the Greyhound Racing Industry Inquiry in South Australia and co-authored the Inquiry report with Lead Review Graham Ashton AM APM.

In her senior regulatory role, Zoe is passionate about ensuring that the functions and powers of the Liquor and Gambling Commissioner are exercised in accordance with the objects of the legislation under which they are conferred, in particular to minimise harms associated with gambling.
