Dr Eliot Forbes

Chief Executive, Racing Integrity Board of New Zealand


Dr Eliot Forbes is Chief Executive of the Racing Integrity Board of New Zealand and a member of the IFHA Council on Anti-Illegal Betting and Related Crime. He also chairs the International Forum for the Aftercare of Racehorses (IFAR), reflecting his long-standing focus on integrity and welfare across the global racing industry.

With more than 30 years’ experience across racing administration, wagering and veterinary science, Eliot has worked extensively throughout Australasia, the UK and the Middle East. His career spans senior regulatory and commercial roles, including Chief Executive positions at Racing Queensland and Tasracing, alongside experience in wagering technology and media rights. He has also held veterinary regulatory roles with the Emirates Racing Authority, including oversight of six Dubai World Cups.

He has contributed widely to industry governance, serving on the Board of Racing Australia and Greyhounds Australasia, and chairing Racing Australia’s national Retirement of Racehorses Committee. He is a regular international speaker on equine welfare, veterinary regulation, wagering integrity and the industry’s social licence to operate.
